Utility Billing

The city's utility bill includes water, sewer, recycling, storm drainage, street lighting, and a water testing charge assessed by the state of Minnesota.

Rates for all utilities are based on the funding required to cover operation, maintenance, and capital costs. They are reviewed on an annual basis to determine if funding levels are adequate to cover current and anticipated costs. The City of New Hope does not operate a private water supply well and our water is purchased from Minneapolis.

How to pay your utility bill

Utility bills are sent to utility customers at the end of each month. All payments must be received by the due date to avoid a five percent penalty.

Pay Online
Utility bills can be paid online through Invoice Cloud, the city's online payment system. This service accepts Visa, Mastercard, Paypal, Venmo or an electronic check.

The maximum payment per credit card transaction is $5,000, however multiple transactions can be made. There is no maximum payment for an electronic check payment.
Pay Over the Phone
Utility bills can be paid over the phone by calling 844-869-3219. Customers will need to have the account number and customer number. This service only accepts Visa, Mastercard or an electronic check.

Pay in Person
Utility bills can be paid in person during business hours (8:00 a.m. - 4:30 pm.) at either the city's public works facility located at 5500 International Parkway, or at city hall located at 4401 Xylon Avenue North. Accepted forms of payment are cash, check, money order, or credit cards. 

Public works does not keep cash on hand so no change can be made. 

There are drop boxes available at both locations for after-hours payments.
Sign Up for Paperless Billing
Homeowners will need their Account Number and Customer Number to register for paperless billing. This can be found on your utility bill or by calling the utility billing department at 763-592-6760.

Once registered, no hard copy of the utility billing statement will be mailed and instead you will receive an electronic copy sent to your email.

Sign Up for Automatic Payments Online

Utility bills can be paid online at Invoice Cloud, the city's online payment system. This service currently accepts Visa, Mastercard, Paypal, Venmo or electronic check. Residents can access Invoice Cloud by clicking here:

Note: Once you sign up for automatic online payment, it will override any other autopayment previously set up with the city. 

 Once you are signed up for autopay online, it will be your responsibility to update the card or account as they expire or are no longer valid. Any previously saved but expired payment methods must be deleted under the "Payment Methods" tab. All rejected or returned payments are subject to additional fees.

Change/Edit Current Card on File
Click the link below to update your credit/debit card information on the city's online payment system Invoice Cloud. 

After clicking the link above, log in using your username and password. Navigate to the "My Profile" tab located at the very top of the screen. Click on "Payment Methods" in the drop down of the "My Profile" tab. 

If you just need to update the expiration date on your current card, click "edit" on the card information under "Saved Payment Methods" and update the card information.

If you need to update the current card number on file or input new card information, you will need to delete the current card on file under the "Saved Payment Methods" and then add the new card information by clicking "+Add New Credit Card". 


A Tip for Renters:
Utility bills remain in the property owner's name. If you are a renter who is responsible for paying the utility bill contact your landlord. Tenants will not receive a duplicate bill unless a property owner requests it.
