Utility Billing

The City's utility bill includes water, sewer, recycling, storm drainage, street lighting and a water testing charge assessed by the State of Minnesota.

Rates for all utilities are based on the funding required to cover operation, maintenance, and capital costs. Rates are reviewed annually to determine if funding levels are adequate to cover current and anticipated expenses. The City of New Hope does not operate a private water supply well, and our water is purchased from Minneapolis.

Utility bills are sent to utility customers at the end of each month.

 

Late Payment and Returned Check Fees
Late fees are applied unless payment is received by the billing due date. A 5% late fee is charged on all overdue payments.

In addition, a service charge of $30.00 is applied for any returned check, regardless of the amount or reason for return.

Please ensure that all payments are made on or before the due date to avoid additional charges.

Pay Online

Pay utility bills online through Invoice Cloud, the City's online payment system. Invoice Cloud accepts payment by Visa, Mastercard, Paypal, Venmo or electronic check.

The maximum payment per credit card transaction is $5,000, however, multiple transactions can be made. There is no maximum payment for payment by electronic check.

Pay Over the Phone

Pay utility bills over the phone by calling 844.869.3219. Customers will need to have the account number and customer number. This service only accepts Visa, Mastercard or an electronic check.

Pay in Person
Utility bills may be paid in person at New Hope City Hall, 4401 Xylon Ave N, from 8 a.m. to 4:30 p.m. Monday through Friday. Accepted forms of payment are cash, check, money order or credit card.

Drop-boxes are available at City Hall for after-hours payment. A drive-up drop box is located on the median across from the main entrance. A second drop box is located on the front of the building near the entrance.

Note: Utility bill payments are no longer accepted in person or by drop box at the public works facility.


Sign Up for Paperless Billing

Homeowners will need their account and customer number to register for paperless billing. These can be found on monthly utility invoices or by calling the utility billing department at 763.592.6760.


Those registered for paperless billing will not receive a hard copy of the utility billing statement in the mail. Instead, they will receive a digital invoice sent to their registered email addresses. 


Sign Up for Automatic Payments Online

Pay utility bills online at Invoice Cloud, the City's online payment system. The service currently accepts Visa, Mastercard, Paypal, Venmo or electronic check. Residents can access Invoice Cloud here:


Note: Signing up for automatic payment overrides any other autopayment previously set up with the City. 


Those signing up for autopay online must update the cart or account attached to their automatic billing as they expire or are no longer valid. Any previously saved but expired payment methods should be deleted under the "payment methods" tab. Rejected or returned payments are subject to additional fees.

Change/Edit Current Card on File

Access the link below to update an online payment account's credit or debit card information.

After clicking the link above:

  1.  Log in using your username and password.
  2.  Navigate to the "My Profile" tab at the top of the screen.
  3. Click on "Payment Methods" in the drop-down of the "My Profile" tab.

To update the expiration date of a current payment card, click "edit" on the card information under "Saved Payment Methods" and update the card information.


To update the current card number on file or input new card information, delete the current card on file under the "Saved Payment Methods" and then add the new card information by clicking "+Add New Credit Card". 


A Tip for Renters:
Utility bills remain in the property owner's name. If you are a renter who is responsible for paying the utility bill contact your landlord. Tenants will not receive a duplicate bill unless a property owner requests it.
