Police Department Services

The New Hope Police Department provides a variety of services to residents and businesses, including police records requests, alarm registration, animal licensing, parking assistance, firearm permits and fingerprinting. Find information below about each service, including requirements, fees and how to get started.

Data Requests

The New Hope Police Department processes requests for police reports and other law enforcement data in accordance with the Minnesota Government Data Practices Act and Minnesota Statute 13.82.

To request records, complete the Police Data Request Form. Forms are also available at the Police Department front counter.

Completed forms may be submitted in person during business hours, by mail or by fax to 763-531-5174. Requests are processed within the time frames required by law.

Alarm Registration

New Hope requires residential and commercial property owners to register their security alarm systems under City Code Section 8-34.

Alarm users are allowed three false alarms within a 12-month period before penalties apply. Unregistered alarm systems are subject to a $100 fee for each false alarm until registered.

Residential Alarm Registration

Residential alarm systems require a one-time $25 registration fee. A new registration is required if the property changes ownership or the alarm service is discontinued and reinstated or transferred to another provider. Residents should keep their contact and emergency key holder information current.

Businesses must register their alarm systems annually by Jan. 31 and pay a $25 registration fee.

Animal Licensing
All dogs, cats, and ferrets over six months must be licensed in New Hope. Pet owners must provide proof of current rabies vaccination to get a license. The license must be renewed when the rabies vaccination expires. To renew by mail, download an animal license application or call New Hope Animal Control to request one.
Licenses may also be purchased in person at the New Hope Police Department (4401 Xylon Ave N), Monday through Friday from 8 a.m. to 6 p.m., and on Saturday from 10 a.m. to 2 p.m.
When you apply or renew, you must provide proof of your pet’s rabies vaccination from a licensed veterinarian. Vaccinating your pet is not just the law. It helps keep your pet, other animals and people in our community safe.
Getting or Renewing a License
  • By mail: Download an Animal License Application or call New Hope Animal Control to request one.
  • In person: Stop by the New Hope Police Department at 4401 Xylon Ave N
    • Monday–Friday: 8 a.m.–6 p.m.
    • Saturday: 10 a.m.–2 p.m.
Temporary Overnight Parking Permission

New Hope has parking regulations designed to maintain safe streets, support snow removal and provide access for emergency vehicles.

Under City Code Section 11-2, parking restrictions include:

  • No parking on public streets between 2 a.m. and 6 a.m.
  • No parking on public streets for more than 10 consecutive hours.
  • Additional parking restrictions related to snow removal and other conditions.

Residents who need temporary permission to park on a public street overnight may contact the Police Department at 763-531-5170.

Be prepared to provide the vehicle's license plate number, description and reason for the request. A maximum of two temporary overnight parking permits is allowed per calendar year.

Firearm Permit to Purchase or Transfer

New Hope residents may apply for a Minnesota permit to purchase or transfer a firearm through the New Hope Police Department. A valid Minnesota permit to carry also serves as a permit to purchase, so a separate application is not required.

How to Apply

Applications must be submitted in person at the New Hope Police Department, Monday through Friday, from 8 a.m. to 4 p.m.

Applications must be complete and submitted by the applicant. Applications submitted by another person or through other methods will not be processed.

The department conducts required background checks and processes applications in accordance with Minnesota law.

Permit to Carry

Permit to carry applications are handled by the county sheriff, not the New Hope Police Department.

Fingerprinting Services

The New Hope Police Department provides fingerprinting services for New Hope residents who need fingerprints for employment, licensing, adoption, immigration or other purposes.

Service details:

  • Fee: $30 per fingerprint card.
  • Appointments: Required and generally available during regular business hours.
  • Identification: Bring a valid state-issued driver's license, identification card or passport.

Individuals requesting fingerprinting under the Adam Walsh Child Protection and Safety Act should bring the appropriate county documentation to avoid the standard fee.

Appointments may be canceled due to urgent police operations.

Child Passenger Safety Services

The New Hope Police Department offers child passenger safety services to help families properly install and use car seats.

Car Seat Checks: Certified technicians provide car seat inspections and installation guidance by appointment. Families are encouraged to install their car seats before the appointment, bring their vehicle and car seat manuals, and have their children present when possible. Expectant parents should schedule a check six to eight weeks before their due date.

Car Seat Assistance Program: Free car seats may be available to eligible low-income Minnesota families who do not have access to a car seat through insurance or other assistance programs. Eligibility requirements apply, and seats are available while supplies last.

The department also offers child passenger safety presentations for community groups and events.
