Stormwater

All stormwater in New Hope is routed to various stormwater ponds, lakes, wetlands, and streams throughout the city. Because of the topography of New Hope, the city is divided into 12 different drainage areas called sub-watersheds. Each sub-watershed has several miles of pipes and structures to carry the stormwater to its destination. These pipes and structures are owned and maintained by the city. On an annual basis, the storm sewers are cleaned, inspected, and repaired as needed by staff members.

Storm drainage from roughly the southern one-half of New Hope is part of the watershed that ultimately flows into Bassett Creek. Runoff from the northern half of New Hope is part of the watershed that flows into Shingle Creek. Both watershed areas flow into the Mississippi River. New Hope participates with several other cities in two watershed management organizations - Bassett Creek Water Management Commission and Shingle Creek Watershed Management Commission. Those agencies are the regional governing bodies that manage and protect the water resources within their watershed boundaries.

Backyard Drainage Issues
Many neighborhoods in New Hope were originally designed so that the backyards would convey stormwater runoff from properties to the roadway where the water could enter the underground storm system. Over time construction of pools, patios, sheds, landscaping etc. in the backyards have created numerous problems. As theses issues exist on private property in residential backyards the city does not have a program to fix these issues. However, if you have backyard drainage issues the Stormwater Specialist can assess your situation and recommend any potential solutions. Backyard drainage solutions are typically the homeowner's responsibility. 
Illicit Discharge

The city of New Hope maintains a MS4 permit with the Minnesota Pollution Control Agency. Per the MPCA and the city code, any illicit discharges are prohibited. This can include any of the following violations:

  • Oil, grease, or paint dumped on driveways or roadways that flows into a storm drain
  • Concrete washout must only occur in designated construction areas
  • Yard waste like grass clippings or leaves blown or raked into the street, curb line or storm drains
  • Pet waste left in city parks
  • Sanitary waste pipes connecting into the storm drain system
