Licensing

Animal Licenses

All dogs, cats, and ferrets over six months must be licensed in New Hope. Pet owners must provide proof of current rabies vaccination to obtain a license. The license must be renewed when the rabies vaccination expires. Licenses may be renewed by mail. To complete the animal license process by mail, download an Animal License Application or call New Hope Animal Control to obtain one.

Licenses may also be purchased in person at New Hope Police Department (4401 Xylon Ave N), Monday through Friday, from 8 a.m. to 6 p.m. and Saturday, 10 a.m. to 2 p.m.

Business Licenses

A business license, issued through the city, is required for the following activities or establishments:

Liquor Licenses

Liquor License Application Packets
Packets can be downloaded from “Business Licenses” (above). The license year is January 1 through December 31. Most licenses require a minimum of 60 days to process. Licenses are non-transferrable.

Hours and Days for Liquor Sales
No sale of intoxicating liquor for consumption on the licensed premises may be made between the hours of 2 a.m. and 8 a.m. on Monday through Saturday (MS 340A.504).

A restaurant, club, bowling center, or hotel which holds an on-sale intoxicating liquor license may sell intoxicating liquor for consumption on the premises in conjunction with the sale of food between the hours of 8 a.m. on Sundays and 2 a.m. on Mondays. An establishment serving intoxicating liquor on Sundays must obtain a Sunday On-Sale Liquor License (MS 340A.504). No licensee may sell intoxicating liquor on-sale between the hours of 1 a.m. and 2 a.m. unless the licensee has obtained a permit from the Commissioner of Public Safety.

Off sale liquor sales are prohibited:

  • Before 8 a.m. or after 10 p.m. on Monday through Saturday
  • Before 11 a.m. or after 6 p.m. on Sunday
  • On Thanksgiving Day
  • On Christmas Day, December 25; and
  • After 8 p.m. on Christmas Eve, December 24

Fee Schedule
The New Hope City Council instituted a fee schedule beginning in 2017 for licenses, permits and other city fees. Fee schedule rates supersede amounts in city ordinances or policies dated before the implementation of the adopted fee schedule.

The fee schedule is periodically updated and approved by resolution. The latest version of the fee schedule is linked below.

A state surcharge is imposed on several permit types, including building, plumbing, heating, ventilating, air conditioning, refrigeration, building moving, sewer, water connection and fire suppression.
